Prof. Dr Dobrosav Milovanović, Administrative Law and Environmental Governance

Administrative Law and Environmental Governance within JMC EECL Teaching

Prof. Dr Dobrosav Milovanović delivered eight teaching hours in the winter semester of each of the 2023/2024, 2024/2025 and 2025/2026 academic years, amounting to 24 hours over the three-year JMC EECL programme.

In 2025/2026, as in the preceding two project years, six hours were delivered within the master’s course Access to Justice in Environmental Matters and two hours within the compulsory bachelor’s course Administrative Law. The teaching addressed changes in general administrative procedure, public participation in environmental decision-making, the position of local communities in such procedures, and the role of the European Union in global environmental and climate governance.

By linking administrative-law concepts with environmental decision-making, the teaching enabled students to understand how general rules of administrative law operate and are adapted in environmental administrative matters. It also introduced environmental and climate change law issues into the compulsory Administrative Law course.

Prof. Dr Dobrosav Milovanović is a Full Professor of Administrative Law at the University of Belgrade Faculty of Law and a Judge of the Constitutional Court of the Republic of Serbia. His contribution connected JMC EECL teaching with broader questions concerning the legality of administrative action, the protection of individual rights and constitutional safeguards in environmental matters.
