Expert Contribution to Drafting Serbia’s New Climate Change Law

What Should a Modern Climate Framework Law Look Like?

The results of a two-day expert workshop were presented on 5 July 2026 as part of the preparation of Serbia’s new Climate Change Law. The preparation of the draft law was entrusted to Prof. Dr Mirjana Drenovak-Ivanović and a team of experts.

The workshop enabled institutions and experts to consider the initial concept, structure and key legal and policy choices for the future law. Topics included climate governance, sectoral policies, adaptation, climate finance, development of emissions trading, CBAM and land use, land-use change and forestry (LULUCF).

The discussion concluded that a modern climate law must establish an integrated system connecting climate neutrality, resilience, adaptation, sectoral transformation, transparency, public participation and a just transition. The work was carried out within the EU IPA project “Assistance for Improvement of Climate Change Policy Framework”.

The expert work connected European climate objectives and Serbia’s international obligations with normative solutions capable of operating within the national institutional system. The workshop’s particular value lay in joint consideration of links among planning, emissions monitoring, sectoral policies, economic instruments and protection of public rights. The expert team established by the Ministry of Environmental Protection also includes civil servants who are enrolled in master’s and doctoral programmes covered by JMC EECL teaching activities. The activity was carried out within an EU IPA project and was not financed by JMC EECL. It is presented here because of its direct connection with teaching and the professional development of JMC EECL participants.
