Council of Europe Regional Conference in Budva

Human Rights and the Environment in South-East Europe

The regional conference was held in Budva on 17 and 18 October 2024 within the Council of Europe project “Human Rights and Sustainable Environment in South-East Europe”.

Prof. Dr Mirjana Drenovak-Ivanović moderated the panel “Linking Human Rights and Environmental Protection: Mechanisms and Approaches” and presented the influence of European jurisprudence on the protection of human rights and a sustainable environment in Serbian legal practice.

The panel connected the case law of the European and Inter-American human rights courts, United Nations mechanisms and Aarhus Convention standards. Participants included representatives of the European Court of Human Rights, the UN Office of the High Commissioner for Human Rights and the Aarhus Convention Compliance Committee.

The regional format enabled comparison of different protection mechanisms and discussion of how international standards operate within national legal systems. Of particular relevance to JMC EECL was the connection between procedural rights under the Aarhus Convention and states’ positive obligations under the European Convention on Human Rights. Conference findings informed teaching and research on environmental rights and climate justice.
