Basic Environmental Law Training for Judges, Judicial Assistants and Prosecutors

The four-part training programme was held in Belgrade on 13, 14, 15 and 18 September 2023.

The Judicial Academy and the OSCE Mission to Serbia organised the programme for judges and judicial assistants of commercial courts and deputy public prosecutors. It also included a workshop within a project designed to strengthen the capacity of initial-training participants to prosecute environmental offences.

Prof. Dr Mirjana Drenovak-Ivanović contributed to the teaching, opening discussion on the foundations of environmental law, human rights and emerging issues in environmental and climate litigation. The programme also provided an opportunity to present the planned work of the Jean Monnet Chair in European Environmental and Climate Change Law.

The programme connected different forms of legal protection of the environment and highlighted the need for the judiciary to understand the relationship between administrative decisions, civil liability and criminal prosecution. Exchange with participants helped identify issues requiring continuing training, including proof of causation, the procedural position of the public concerned and the application of European standards. The activity was delivered immediately before the formal start of JMC EECL and is therefore placed in the archive.
